This bill aims to ensure safety and transparency in pipeline repair. It amends the existing law to require that all construction, reconstruction, installation, alteration, or repair work on public infrastructure, not performed by gas or electric public utility employees, be carried out under specific sections of the state's labor laws. The bill also requires gas and electric utilities to request prevailing wage rate sheets from the Department of Labor Standards every six months for the municipalities they are working in. Additionally, the bill directs the Department, in consultation with the utilities, to promulgate rules and regulations for a certification program for contractors and their employees who are repairing or performing work on public infrastructure in the Commonwealth.
