Require the Regional Transit Authority Council to submit an annual report on funding, service, and technical assistance needs, as well as service gaps and opportunities. 4. Prohibit the Department of Transportation from considering the farebox recovery ratio (the proportion of operating expenses covered by fares) in funding decisions and formulas for transit authorities. The overall goal is to provide more stable and reliable funding for regional transit authorities across the Commonwealth, with a focus on improving service and accessibility.
