This bill amends Chapter 269 of the General Laws to prohibit the solicitation of acts of terrorism. The term "solicits" is defined to mean luring, inducing, persuading, tempting, inciting, coaxing, inviting, counseling, advising, requesting, or commanding the commission of a crime that involves acts dangerous to human life, property, or critical infrastructure. The bill establishes penalties of up to 20 years in prison and fines of up to $20,000 for soliciting acts dangerous to human life, and up to 10 years in prison and fines of up to $10,000 for soliciting acts dangerous to property or critical infrastructure. The bill also requires the Attorney General to review and examine existing laws related to acts of terrorism and provide recommendations for any necessary statutory or regulatory changes to address terrorist threats and protect public safety.
