This bill aims to ensure safe medication administration by restricting the administration of controlled substances in Schedules II through VI to dentists, nurses, physicians, podiatrists, perfusionists, optometrists, or veterinarians licensed in Massachusetts, as well as students supervised by these licensed professionals. The bill provides exceptions for self-administration, administration of epinephrine pens in emergencies, administration by emergency medical personnel, and administration by a patient's domestic partner or family member. The term "self-administration" is defined to include the ability of an ill, injured, or infirm person to supervise an unlicensed person in the direct administration of their prescribed controlled substances, provided the patient has sufficient understanding of the medication and can communicate their knowledge and experience.
