This bill aims to expand the eligibility of households for inclusion in a municipality's affordable housing inventory. Specifically, it allows the chief executive officer of a municipality to include up to 50% of the total number of all resident households living in a "manufactured home" (a type of prefabricated housing) within the municipality as income-eligible households, for the purpose of counting units for certification of the municipality's affordable housing plan. The Department of Housing and Economic Development is required to include these households within the municipality's total number of eligible units for certification, regardless of the actual income of the households, as long as the municipality can establish the accuracy of the number of manufactured homes. The bill also requires the Secretary of Housing and Community Development to adopt regulations consistent with the act within 90 days of its effective date.
