This bill makes several changes to the Massachusetts lead law to promote equal access to lead-free housing. Key provisions include: 1) Changing the age of children covered under the law from 14 to 21 years old. 2) Increasing the number of members on the lead paint poisoning prevention and control program advisory committee and requiring some members to be active in fair housing and environmental justice. 3) Removing the term "retarded" from the law's language. 4) Requiring owners to abate or contain lead hazards in rental properties, regardless of whether a child under 6 years old resides there, in designated high-risk communities or all rental properties starting in July 2022. 5) Removing the exception that allows mortgage holders to avoid liability for lead abatement if no child under 6 resided in the property.
