This bill amends a section of a previous act to expand access to the fossil fuel free demonstration project. The key provisions are: (1) the Department of Energy Resources must accept any city or town that has received local approval into the demonstration program, (2) the Department will withhold approval of an application from a city or town until it has either met the 10% affordable housing threshold or approved a zoning ordinance allowing multi-family housing of reasonable size and without age restrictions, and (3) for the purposes of this bill, multi-family housing is defined as a building with 3 or more residential units or 2 or more buildings on the same lot with more than 1 unit each, with a minimum gross density of 15 units per acre.
