This bill establishes a special commission to study the effectiveness of the Massachusetts School Building Authority (MSBA) program in meeting current and future school facilities needs and the equity of the grant funding formula. The commission will consist of members from the state legislature, education agencies, construction and design experts, and various stakeholder organizations. It will investigate and make recommendations on the availability of resources for school renovations and rebuilding, the MSBA's grant formula and reimbursement policies, incentives for energy-efficient and healthy school facilities, and other issues related to ensuring all students in the commonwealth have access to high-quality, accessible, safe, and green school buildings.
