This bill aims to increase transparency and disclosure requirements for materials recovery facilities (MRFs) in Massachusetts. It would require MRFs to regularly report to the Massachusetts Department of Environmental Protection (MassDEP) on the composition and destination of their inbound and outbound materials, as well as provide evidence of reporting their commodity prices to the relevant industry index. The bill also mandates that MRFs use the most recently reported commodity compositions and index values when calculating the "Average Market Value" (AMV) for their municipal customers, and limits the fees they can charge for excess contamination. Finally, it directs MassDEP to promulgate regulations to implement the reporting requirements by July 1, 2024, with the remaining provisions taking effect on January 1, 2024.
