This bill establishes a diaper benefits trust fund to be administered by the Massachusetts Department of Public Health. The fund will provide resources to organizations, such as diaper banks and food banks, to acquire, store, and distribute diapers to low-income families with diaper-wearing infants and children. The department will distribute funds through a request for proposal process, with up to 12 applicants selected from different regions of the state. The department must report annually on the program's impact, including the number of children and households served, the sources and amounts remaining in the fund, and the advisability of expanding the program.
