This bill establishes temporary health care staffing agencies (THCSAs) to assist qualified health care professionals to find temporary employment at health care facilities. The bill requires THCSAs to register annually with the Department of Health, follow certain regulations regarding employee verification, record-keeping, and contracts with health care facilities, and limits the amount they can charge facilities. The Commissioner of Health can revoke or suspend a THCSA's registration for violations, and the bill allows employees and health care facilities to sue THCSAs for violations. The bill also establishes special rules for THCSA charges during a declared state of emergency.
