This bill proposes to amend the definition of "Carbon dioxide equivalent" in Massachusetts' climate change law to be based on the global warming impact of greenhouse gases over both a 20-year and 100-year timeframe, using the best available science from the Intergovernmental Panel on Climate Change. It also amends the definition of "Statewide greenhouse gas emissions" to require that such emissions be expressed in terms of carbon dioxide equivalents and reported for both 20-year and 100-year timeframes, accounting for losses in electricity transmission and gas distribution and use. Additionally, the bill requires the Department of Environmental Protection to review and update these carbon dioxide equivalents and greenhouse gas emissions factors every 3 years, and to retroactively adjust the accounting of statewide greenhouse gas emissions back to 1990 if the updated information is not consistent with federal reporting requirements.
