This bill aims to strengthen the control of contagious and infectious diseases in the Commonwealth. It does this by prohibiting insurance plans, health coverage, and medical assistance and benefit programs from charging cost-sharing (such as co-payments, coinsurance, and deductibles) or requiring utilization review (such as prior authorization or step therapy) for healthcare services related to the prevention, diagnosis, or treatment of diseases that the Commissioner of Public Health designates as being of heightened public health importance. The bill also requires the Commissioner to maintain a publicly accessible list of such designated diseases and to provide notice to relevant state agencies and health insurers when a disease is added or removed from the list. The requirements of the bill would apply to state employee health insurance, the state's Medicaid program, as well as individual and group health insurance policies issued in the Commonwealth.
