This bill establishes a commission to study the implementation of preferred pharmacy networks, where health insurers can steer consumers to lower-cost "preferred" pharmacies where insurers can negotiate lower drug prices. The commission will consist of members from the state legislature, as well as representatives from the Health Policy Commission, the Department of Public Health, and the Center for Health Information and Analysis. The commission will study the feasibility and cost-benefit analysis of implementing such networks, and provide estimates of projected savings in prescription drug costs. The commission is required to submit its report and findings, along with any recommendations and drafted legislation, to the relevant legislative committees within 12 months of the passage of this act.
