This bill requires separate carbon accounting for different types of working lands (agricultural lands, forest lands managed for wood products, and forest lands in parks or reserves) and natural lands in Massachusetts. It also eliminates from the state's net-zero carbon emissions goal any carbon offsets sold to entities outside of the Commonwealth. The bill aims to provide more detailed and transparent reporting on the carbon flux and roadmap goals for these various land types, and to ensure that carbon offsets sold outside of Massachusetts do not count towards the state's emissions reduction targets.
