This bill amends Chapter 129 of the General Laws to require dogs brought into the Commonwealth by animal rescue organizations from other states to be quarantined for at least 48 hours upon entry and receive certain vaccinations before being placed. An "animal rescue organization" is defined as an entity that is not otherwise required to be licensed and whose primary activity is placing abandoned, displaced, unwanted, neglected, or abused domestic animals, excluding dogs obtained from breeders or brokers. The bill also provides an exception for the voluntary surrender of a dog by an individual owner residing in certain neighboring states. The director of the relevant state agency is required to promulgate regulations to implement this new section of law.
