This bill aims to increase access to MassHealth dental providers by providing supplemental payments to eligible MassHealth-participating dental providers who render covered dental services to an additional 10 or more MassHealth beneficiaries in a given year compared to the previous year. The supplemental payment will be initially set at $31 per patient encounter and will be available to providers located in 20 specific municipalities designated by the Secretary of Health and Human Services as having a high number or proportion of MassHealth enrollees and low rates of dental service utilization. To be eligible, providers must be licensed dentists or public health dental hygienists, enrolled with MassHealth as approved billing providers, and meet the additional beneficiary and location requirements.
