This bill aims to establish the Western Massachusetts Balanced Sustainable Development Commission. The commission would be responsible for tracking and assessing the impact of state policies on the Springfield Region, which includes Hampden, Hampshire, and Franklin Counties. The commission would make recommendations to the state legislature for policy modifications and provide guidance on pending legislation that may have a differential effect on the region. Additionally, the commission would devise strategies and plans to counter any negative impacts of past policies and create a more racially and economically integrated, economically vital, and environmentally sustainable region in the future. The bill also authorizes the creation of a special, tax-exempt, urban and regional development corporation to implement the commission's development programs and projects.
