This bill seeks to reduce barriers to education and career opportunities by amending the existing law to grant two types of high school diplomas - a Commonwealth Diploma issued by the state department of education for students who pass the state's assessment tests, and a Horace Mann Diploma issued by the local school committee for students who meet the academic standards and curriculum frameworks. The bill states that the issuance of either diploma will certify that the student has met the competency determination and will entitle them to all the rights and privileges of high school graduation.
