This bill aims to incentivize high-value care by making several changes to the existing law. Specifically, it expands the definition of "providers of health care services" that the Health Policy Commission (HPC) must consider in its review of the standards published by each certified Accountable Care Organization (ACO). Additionally, it requires the HPC to review the ACO standards annually and issue a report on its findings, including recommendations to ensure the ACO's standards align with the goals of maximizing value to patients. The bill also directs the HPC to biennially amend the minimum standards for ACO participant and out-of-ACO arrangement approval processes. Finally, it requires the HPC to promulgate regulations to implement the aggrieved provider review process established in the existing law by March 1, 2024.
