This bill aims to strengthen parental rights in education by requiring school districts to adopt procedures that reinforce parents' fundamental right to make decisions regarding the upbringing and control of their children. It prohibits school districts from adopting procedures or forms that prohibit school personnel from notifying parents about information related to their child's mental, emotional, or physical health and well-being, or that discourage parental involvement in critical decisions affecting their child's health and well-being. The bill also restricts classroom instruction on sexual orientation and gender identity for certain grade levels, requires school districts to notify parents about healthcare services and obtain parental permission before administering certain questionnaires or health screening forms, and establishes a process for parents to raise concerns and seek resolution through a special magistrate or legal action. Additionally, the bill requires the Department of Education to review and update relevant materials by June 30, 2024.
