Bill Summary

Relative to administering and dispensing controlled substances by certain practitioners. Public Health.

AI Summary

This bill aims to improve patient access to prescription medication by amending the state's Controlled Substances Act. It allows certain registered practitioners, in good faith and according to their clinical judgment, to directly dispense (i.e., deliver) to patients: (1) any non-controlled prescription medication, (2) any Schedule VI controlled substance with regulations on storage, labeling, and recordkeeping, and (3) any Schedule II-V controlled substance with regulations on storage, labeling, recordkeeping, dosage, and quantity. Before dispensing, the practitioner must inform the patient of their right to purchase the medication from any other registered practitioner. The bill does not restrict practitioners from dispensing any medication necessary to respond to a medical emergency.
