This bill aims to further define medical necessity determinations for mental health crisis stabilization services. Specifically, it requires the Group Insurance Commission, MassHealth, and various health insurance plans in Massachusetts to cover medically necessary mental health acute treatment, mental health crisis stabilization services, community-based acute treatment, and intensive community-based acute treatment, without requiring preauthorization. The bill also stipulates that medical necessity shall be determined by the treating clinician in consultation with the patient, and that certain notification and utilization review procedures must be followed by the treatment facilities.
