This bill allows the Massachusetts Registry of Motor Vehicles to issue stickers, tabs, or other devices in lieu of traditional license plates. The bill establishes a pilot program to evaluate the use of these alternatives, which must be approved by the State Police and limited to no more than 0.5% of registered vehicles for the purpose of testing and evaluation. The alternative products must be provided at no cost to the state, and the pilot program must be completed within 12 months. The Registry of Motor Vehicles is prohibited from receiving or retaining any information generated during the pilot program regarding the movement, location, or use of participating vehicles. After the pilot program, the Registry must submit a report to the Legislature evaluating the cost-effectiveness and features of the alternatives, including any security measures to protect against unauthorized access to vehicle information.
