This bill aims to improve the quality of drinking water from private wells in the state of Massachusetts. It does this by: 1. Requiring the Department of Environmental Protection (DEP) to establish minimum standards for private wells used for human consumption, including standards related to the environment and public well-being. 2. Allowing certified well drillers to construct or modify private wells, and allowing the DEP to waive inspections for certain residential property transfers. 3. Directing the DEP to minimize paperwork burdens and maximize the utility of information collected related to the private well standards, and allowing local boards of health to enforce the standards. 4. Amending a prior funding provision to allow the use of funds to assist homeowners with treatment systems to ensure their private well water meets primary drinking water standards set by the DEP.
