This bill establishes the Office of the Elder Advocate, which is an independent agency that will ensure older adults and people with disabilities receive timely, safe, and effective services from executive agencies, such as the Executive Office of Health and Human Services and the Executive Office of Elder Affairs. The Elder Advocate will investigate critical incidents, review complaints, and make recommendations to improve the quality of services. The bill also creates an Elder Advocate Advisory Council to assist the Elder Advocate and sets out the procedures and powers of the Office, including the ability to access facilities and records and to issue subpoenas. The bill aims to protect older adults and people with disabilities and improve the services they receive from the Commonwealth.
