This bill aims to increase enrollment in affordable health plan networks by allowing insurance carriers to be exempt from certain requirements. Specifically, the bill allows the commissioner to exempt carriers from network adequacy requirements if the majority of their members are enrolled in a single rate region, in subsidized coverage, or if the carrier receives 80% or more of its income from government programs. The bill also amends the law to allow carriers more flexibility in introducing or modifying select network plans or tiered network plans, such as not requiring all members of a provider group to be included in the same tier or network.
