This bill amends various provisions of Chapter 40D of the General Laws, which relates to industrial development finance authorities. The key changes include: allowing bonds to be issued to finance the costs of industrial facilities, including costs paid prior to bond authorization; expanding the definition of "industrial enterprise" to include rental housing and facilities rented primarily to transient guests; granting sole bond-issuing authority to municipalities or consolidated industrial development financing authorities for projects within their jurisdiction; and making various other technical and administrative changes to the law governing these authorities.
