This bill extends the deadline for the right-to-repair motor vehicle data law from 2022 to 2025 and requires vehicle manufacturers to include a notice in their owner's manuals starting with 2025 model year vehicles. The notice must explain motor vehicle telematics, the data collected and transmitted by the vehicle's telematics system, the owner's ability to access this data through a mobile device, and the owner's right to authorize independent repair facilities to access the vehicle's mechanical data for diagnostic, repair, and maintenance purposes.
