This bill amends and clarifies the environmental protection provisions for Joint Base Cape Cod (JBCC), a 22,000-acre military base in Massachusetts. Key provisions include: 1. Defining "Environmental performance standards" and "Joint Base Cape Cod" (or JBCC) to align with the final environmental impact report and current usage of the land. 2. Adding "energy" to the oversight responsibilities of the JBCC Environmental Management Commission. 3. Expanding the involvement of the United States government, in addition to the Commonwealth of Massachusetts, in the management and oversight of JBCC. 4. Updating the names of state agencies involved in the commission, such as changing "Department of Fisheries, Wildlife and Environmental Law Enforcement" to "Department of Fish and Game" and "Department of Environmental Management" to "Department of Conservation and Recreation". 5. Establishing two new advisory councils - a Community Advisory Council and a Science Advisory Council - to provide input to the Environmental Management Commission on community issues and scientific/technical matters related to the protection of the water supply and wildlife habitat at JBCC.
