This bill aims to stabilize nursing home facilities by making several changes to Medicaid rates and payment policies. Specifically, it requires the Executive Office of Health and Human Services to: (1) annually adjust nursing home costs for inflation using the Skilled Nursing Facility rate set by the Centers for Medicare & Medicaid Services; (2) use nursing home costs from the calendar year not more than 2 years prior to the current rate year to set Medicaid rates; (3) set the Nursing Cost Per Diem at the statewide average plus 10%; (4) provide a 5% Medicaid rate increase for facilities serving a disproportionately high number of Medicaid residents (75% or more); and (5) set capital rates for certain Department of Public Health-approved construction projects at no less than the September 2019 level.
