This bill proposes to establish a grant program to pay the equivalent of tuition and mandatory fees for eligible students at Massachusetts public higher education institutions. To be eligible, a student must have attended a Massachusetts high school for at least 3 years and graduated or obtained an equivalent degree, or be currently enrolled in a Massachusetts public higher education institution qualifying for in-state tuition. The bill also provides additional aid in the form of grants to cover other costs of attendance, such as room and board, for students meeting the income eligibility for Federal Pell Grants. The program is intended to guarantee free public higher education as a right for all Massachusetts residents.
