This bill establishes a cost-sharing assistance program for low-income individuals enrolled in employer-sponsored health insurance plans. Eligible applicants must have an income at or below 500% of the federal poverty level and be enrolled in an employer-sponsored plan that meets the criteria for minimum value and affordability under the Affordable Care Act. The program will provide supplemental coverage to cover the differences in cost-sharing, such as co-pays, co-insurance, and deductibles, between the employer plan and a plan equivalent to those sold through the state's health insurance marketplace. The bill also requires the state's health insurance connector authority to evaluate the program's impact on public health, health equity, utilization, and financial outcomes for residents, and to submit a report on the findings by December 1, 2029.
