This bill requires institutions of higher education in Massachusetts to adopt policies on academic transcript notations and appeals relating to sexual misconduct, including sexual violence, domestic violence, and stalking. The key provisions include: 1. Institutions must develop and publish policies on transcript notations and appeals, in coordination with their Title IX Coordinator, and provide these policies to students, faculty, and staff annually. 2. During disciplinary proceedings against a student for alleged sexual misconduct, the institution must temporarily note the specific violation on the student's academic transcript. 3. Upon final resolution of the disciplinary proceedings, the institution must permanently note on the student's transcript the specific violation they were found to have committed, or that they withdrew while under investigation. 4. Institutions must notify students that any suspension, expulsion, dismissal, or withdrawal related to sexual misconduct will be documented on their transcript, and adopt a procedure to remove the notation if the student is subsequently found not to have violated the institution's policies. 5. Institutions must annually report the total number of temporary and permanent notations to the Department of Higher Education, which will analyze the data and publish an annual report.
