This bill aims to continue enhanced Medicaid hospital payments in Massachusetts. Specifically, it requires the executive office to direct monthly payments to eligible hospitals, which are defined as non-profit or municipal acute care hospitals that have a statewide relative price less than 0.90, a public payer mix equal to or greater than 60%, and are not owned, financially consolidated, or corporately affiliated with a large provider organization. These enhanced Medicaid payments will equal 5% of the eligible hospital's average monthly Medicaid payments for the preceding year and will not offset existing Medicaid payments. The executive office may promulgate regulations and impose reasonable conditions to ensure federal financial participation for these payments.
