This bill aims to reduce packaging waste in the Commonwealth of Massachusetts. It requires producers selling products in Massachusetts that include packaging or printed paper to register with the Department of Environmental Protection (DEP) annually. The bill establishes a Sustainable Packaging Advisory Board to advise the DEP and oversee a Sustainable Packaging Trust. Producers or a producer responsibility organization must develop and submit a program plan to the DEP to arrange for and finance the collection and recycling of post-consumer packaging, with the goal of achieving a combined reduction and recovery rate of at least 65% by 2027 and 80% by 2032. The bill authorizes the DEP to promulgate rules and regulations, assess fines for noncompliance, and use funds from the Sustainable Packaging Trust for administrative costs, market development, and municipal support related to managing packaging waste.
