This bill amends Chapter 258 of the Massachusetts General Laws to restrict the use of authorizations in that chapter to fund certain higher education capital investment projects. Specifically, the bill prevents the use of these authorizations for projects that do not meet one of the following criteria: (1) the project's construction began prior to July 1, 2021; (2) the project is not located in or adjacent to a "gateway municipality" as defined in state law; or (3) the project is located within a gateway municipality, within 2,000 feet of the city hall, and within 500 feet of public transportation upon completion. The term "gateway municipality" refers to certain economically distressed cities in Massachusetts, and this bill aims to direct higher education capital investments towards those communities and their immediate neighbors.
