This bill establishes a prescription drug rebate program for Massachusetts residents over the age of 65 with an annual household income of $50,000 or less. The rebate covers the total out-of-pocket expenses, including insurance co-pays, for all eligible prescription drugs. The rebate is capped at $2,500 per individual annually and is disbursed from the General Fund. The Commissioner will prescribe the process for eligible individuals to file for a rebate, and the Commissioner must report annually on the impact of the program. The rebate program will expire after four years unless reauthorized by the legislature.
