This bill establishes an industrial mill building revitalization task force to stimulate the redevelopment, rehabilitation, and revitalization of industrial mill buildings and surrounding areas in the Commonwealth. The task force will review current laws and regulations, create a list of existing mill buildings, investigate potential new uses for mill buildings, identify strategies to improve energy efficiency and prevent degradation, explore innovative permitting and zoning processes, and submit a report with recommendations and draft legislation by August 1, 2023. The task force will include representatives from various state agencies, the legislature, mill owners, utility companies, economic development organizations, and planning organizations.
