This bill amends Chapter 129 of the General Laws to require the Department of Agricultural Resources, in conjunction with the Attorney General, to examine the conditions surrounding the sale and purchase of horses and adopt regulations to prevent unfair or deceptive trade practices. The regulations must ensure that the consumer is protected in the purchase of a horse, including the disclosure of the legal owner and buyer, any dual agency, relevant medical conditions, defects, and surgeries, and any conduct or alterations that could affect the horse's performance, as well as the requirement for a written bill of sale.
