This bill prohibits the electronic tracking of motor vehicles without the consent of the vehicle's operator and all occupants, with certain exceptions. The bill defines "person" to exclude the vehicle manufacturer, telematics service provider, and rental car companies. It also defines "starter interrupt technology" as technology used to remotely disable a vehicle's starter. The bill provides exceptions for law enforcement investigations, parents or legal guardians monitoring their minor child, tracking of stolen goods, and use by licensed motor vehicle dealers, authorized businesses, and insurance companies with the vehicle owner's or lessee's permission.
