This bill establishes the Human Service Transportation (HST) Consumer Advisory Board within the Executive Office of Health and Human Services. The board's purpose is to advance the quality of non-emergency transportation to medical, community, and other health and human services for people with disabilities across Massachusetts. The board will identify challenges and solutions, make recommendations for improvements, and propose guidelines to ensure HST is safe and reliable for all consumers. The board will consist of 13 members, including the Secretary of Health and Human Services, the Director of MassHealth, and 11 voting members appointed by the Governor, representing various consumer advocacy groups. The board will hold at least six public meetings annually, host two virtual consumer listening sessions, and file an annual report with recommendations to the state legislature and relevant agencies.
