This bill establishes the Gateway Cities Renewable, Efficient, and Electrified Neighborhoods Initiative (GREEN Initiative) within the Department of Energy Resources. The initiative aims to retrofit existing low-income and moderate-income housing in qualifying municipalities (gateway municipalities or smaller municipalities with a population of 35,000 or less) to be highly energy-efficient, use only clean heating and cooking technologies, and be powered by on-site renewable energy sources where possible. The bill requires electric and gas distribution companies and municipal aggregators to contribute funds to the GREEN Initiative Account to cover the costs of the retrofits, data collection, and analysis. Sponsor organizations, such as municipal governments or nonprofit entities, can apply to the department to carry out these retrofit projects in qualifying municipalities. The department is tasked with providing assistance, incentives, and a unified application process for various energy efficiency, clean heating, clean cooking, and renewable electricity programs. The department is also required to collect and publish data on the initiative's outcomes, and to convene a task force to advise on the implementation of the program.
