This bill establishes a commission to study the effects of unfunded mandates on municipalities. The commission will consist of seven members, including a municipal official who will serve as co-chair, the director of the division of local mandates, and representatives from the Massachusetts Municipal Association, the Massachusetts Treasurer's and Collector's Association, and the Massachusetts Town Clerk's Association. The commission will compile a list of unfunded mandates and their costs to municipal government, and will file this list with the state legislature along with proposals to mitigate the effects of such mandates. The commission will also review and analyze all unfunded local mandates from state and federal authorities, deliver an economic impact report to the governor and legislative leadership, act as an independent advocate for local governments, and perform other related services.
