This bill establishes a task force on an interstate medical licensure compact and licensure reciprocity. The task force, led by the Secretary of the Executive Office of Health and Human Services, will analyze and report on the Commonwealth's options to facilitate appropriate interstate medical practice and the practice of telemedicine. The analysis will include evaluations of physician job vacancies, other states' experiences with the interstate medical licensure compact, the ability of physicians to provide follow-up care across state lines, registration models for providers, impacts on healthcare quality, cost and access, barriers and solutions regarding prescribing across state lines, the feasibility of a regional reciprocity agreement for telemedicine, and the feasibility of interstate proxy credentialing. The task force will submit its recommendations to the Governor and state legislature by October 1, 2023.
