This bill creates a local option transportation excise tax on large employers in Massachusetts. The tax applies to employers with more than 50 employees who travel to work in the Commonwealth, with the tax amount increasing based on the number of employees. Employers can deduct any payments they make for public transit subsidies to their employees or to the state or local municipality. The revenue from the tax will be distributed to municipalities that have accepted the chapter, to be used for public transportation-related purposes. The Department of Revenue will establish regulations to administer and enforce the tax.
