This bill aims to protect youth during custodial interrogations by requiring that (1) a juvenile must be represented by an attorney before and during any custodial interrogation, (2) the entire interrogation process, including the reading of Miranda warnings, must be audio and video recorded, and (3) the recording requirement cannot be waived. The bill also specifies that a juvenile's statement made during custodial interrogation is not admissible as evidence unless the above conditions are met, except for cases involving only misdemeanor offenses. Additionally, the recordings of custodial interrogations of juveniles must be automatically discoverable and preserved until the criminal case is finally disposed of after appeal.
