This bill amends the Pennsylvania Consolidated Statutes to further provide for legislative intent controls. Specifically, it adds a new subsection that states: (1) if the words of a statute are not explicit, the ambiguity of the statute may not be interpreted as an implicit delegation to a Commonwealth department, agency, board or commission of legislative rulemaking authority, nor can the ambiguity be used to interpret the authority of such entities expansively or to defer to their interpretation on a question of law; and (2) this provision shall apply to the judicial review of actions by Commonwealth entities under Pennsylvania law.
