This bill requires landlords to install window guards in residential units housing children under 10 years of age, at no additional cost to the tenant. The window guards must be removable if they are an access to fire escape routes or structures. Tenants are prohibited from removing the window guards except in emergency situations, such as a fire or hazardous materials incident. Landlords who discriminate against tenants with children under 10 by refusing to install these window guards are subject to a fine of $250 to $500.
