AI Summary

This bill amends the Administrative Code of 1929 to define "poverty impact analysis" and require the Independent Fiscal Office to conduct such analyses on the Governor's proposed General Fund budget, the enacted General Fund budget, and any bill, amendment, or joint resolution upon request. The poverty impact analysis must include projections on the impact of the budget or legislation on poverty and deep poverty rates, as well as access to basic human services like healthcare, housing, and education. The bill also prohibits further consideration of a bill or amendment until the poverty impact analysis is attached, with exceptions if the analysis is not provided within 10 legislative days.
